Alabama National Guard Education Assistance Program
The Alabama National Guard Education Assistance Program provides tuition
reimbursement of $500 per semester or quarter. No more than $1,000 annually.
Operation Family Shield
Operation Family Shield provides refunds to Alabama service men and women
who paid tuition prior to being activated as part of Operation Iraqi Freedom.
The program also provides Operation Family Shield Scholarships to cover
tuition costs for the spouses and dependents of Alabama service men and
women who have been activated as part of current U.S. military operations
This special program is available at the state’s public two-year community
and technical colleges and Athens State University. These scholarships are
available after all other financial assistance has been applied.

Alaska National Guard State Tuition Assistance
The State of Alaska funded two educational programs for the AKARNG.
The first program is the University of Alaska Tuition Scholarship Program
that pays up to 100% tuition only for all courses taken within the University
of Alaska system. The next program is the Alaska Tuition Reimbursement Program
(ATRP) that pays up to 100% of all tuition and fees up to a maximum of $2000
per state fiscal year. The reimbursement program pays for tuition/certifications/licenses
at universities/trade schools other than the University of Alaska.

Arizona National Guard State Education Priority Reimbursement
Reimbursement shall equal the amount expended for tuition related to
the class, not to exceed two hundred and fifty ($250.00) dollars per semester hour with an annual cap of six thousand five hundred dollars ($6500.00) per state fiscal year (1 Jul – 30 Jun). Members of the Arizona National Guard
are also eligible for in-state tuition rates while a member of the Guard.
- Priority 1: Any Arizona National Guard member with less than ten years
of military service working towards an associates degree, first bachelor
degree, or attending a trade school.
- Priority 2: Any Arizona National Guard member, with ten (10) years or
more of service, working towards their first associate’s or first bachelor’s
degrees and/or trade schools.
- Priority 3: : Any Arizona National Guard member, regardless of time in
service, working on their Second Bachelors, Masters, etc.
- Priority 4: Any Arizona National Guard member who submits their application
after the fifteen (15) calendar days of the first day of class (late
submissions).
Purple Heart Program
Purple Heart recipients, soldiers who receive an injury that leads
to a discharge, and spouses and dependents of service members who died while
on duty, are eligible to receive tuition waivers at any state supported two-
or four-year institution. Also combat wounded Guardsman may use the Purple Heart program for Spouses and dependents

Arkansas National Guard Tuition Assistance Program (GTAP)
Provides tuition assistance benefits for soldiers and airmen attending
Arkansas public and private Colleges/Universities. $1,000 per semester for
full-time student; pro-rated for less than full time. May receive up to 8 semesters.
The GTAP is a state funded program and eligibility for these benefits is based
on funding availability. Funded biennially by state legislature, currently
at $500,000 per academic year.

Colorado State Tuition Assistance Program
The percentage awarded is up to 100%. Actual % is determined each semester in accordance with the amount of funding available, and the number of applicants. Any state funded Colorado school is eligible. Participants must be a member of good drilling standings through out the course of the semester funded. Connecticut National Guard Tuition Waiver Program
100% Tuition Waiver Program: Any active member of the Connecticut
National Guard in good standing and a resident of Connecticut, is entitled
to a 100% waiver of the tuition costs at any Connecticut state (public) university,
community-technical college or regional vocational-technical school. The waiver
of costs applies only to tuition for individuals enrolled or accepted for
admission (matriculation) to state institutions on a full-time or part-time
basis in an undergraduate degree-granting program. To utilize the tuition
waiver, guard members must be full-time matriculated student at one of the
four state universities (full-time study is defined as 12 credit hours or
more per semester); full-time or part-time matriculated student at the University
of Connecticut or any one of the community-technical colleges; or full-time,
matriculated student in an adult apprentice or extension program, for which "tuition” is
charged, at state regional vocational-technical schools.
Veterans Waiver Program
Veterans may attend Connecticut Public Colleges and Universities tuition free. Connecticut statutes provide that tuition may be waived for qualified veterans attending the University of Connecticut, Connecticut State Universities and the 12 Community-Technical Colleges. Waivers cover only the cost of tuition for credit-bearing undergraduate and graduate programs. Other charges, such as for books, student activity and course fees, parking, and room and board, are not waived. To qualify for a waiver at the University of Connecticut and Connecticut State Universities, veterans generally must be matriculated, that is, admitted to a degree program. The Community- Technical Colleges are more flexible. Remember to take a copy of your separation papers with you when applying for admission and registering for courses. Tuition waivers for veterans cover 100% of tuition for General Fund courses at all public colleges and universities and 50% for Extension Fund and Summer courses at Connecticut State Universities. To be eligible for veterans' tuition benefits at any college or university, a veteran must be honorably discharged from the U.S. Armed Forces and must have resided in Connecticut for at least one year upon enrolling in college. The veteran does not have to be currently serving.

Delaware National Guard Tuition Assistance Program
State institution tuition shall be reimbursed up to 100% (not including fees)
or the Maximum Allowable Fair Percentage Formula (based on state funding), not
to exceed the in-resident rate for any active member of the Delaware National
Guard. Fees will be considered only if funding permits. Must enroll in and attend
a school, college or university within the State of Delaware (any institution).
If a member chooses to attend a Delaware private institution, the amount for
the benefit shall be equal to the average tuition of the Delaware public institutions
or the Maximum Allowable Fair Percentage Formula (based on state funding), which
offer the course or courses. Soldiers attending institutions within the state
but who live outside the state are eligible to participate.

No government-funded program at this time.
Florida National Guard Educational Assistance Programs
Florida offers two Educational Assistance Programs to both Army and
Air National Guard Personnel. The Educational Dollars for Duty (EDD) Program
pays up to 100% of tuition and approved fees. The State Tuition Exemption
Program (STEP) is a 50% waiver of tuition and approved fees. Both programs
can be used at the 28 Florida Community Colleges and 11 Florida Public Universities
to obtain up to a bachelors degree. Service members are charged the Florida
resident rate for tuition when utilizing these programs. Particular requirements
for each program are listed below:
Educational Dollars for Duty (EDD) 100% at any state school or university up to a BA degree.
Service member has 5 years to use benefit from date of eligibility.
Must have less than 15 years of service.
Must have joined the FLNG after 1 July 97.

Georgia National Guard Service Cancelable Loan Fund
Currently the State of Georgia has an approved statute entitled Service
Cancelable Education Loan Fund. May provide up to 100% of the tuition charges;
not to exceed $3,368.00 per school year: Up to $1,684 per semester or $1,123
per quarter. Limited to baccalaureate degree only. Soldiers who already have
a baccalaureate degree are not eligible for this program. Must be a legal resident
of Georgia and be a member in good standing of the GA National Guard. Loan
is repaid through continued membership and good standing in the Guard.

Hawaii National Guard State Tuition Assistance Program
Hawaii Army National Guard has a "Pay for Credits Successfully Completed" state
tuition assistance program. Qualified soldiers attending any campus in the
University of Hawaii system of schools will receive 100% tuition assistance
reimbursement towards undergraduate, graduate, law, and medical degrees. This
program applies to Spring and Fall semester resident tuition.

Idaho State Tuition Program
Tuition assistance pays up to $120 per semester for full-time students
who are attending a school within the state. The school can be either public
or private. Must be members of the IDARNG in good standing.

Illinois National Guard Grant Program
100% guaranteed college tuition at any Illinois state supported school
after 1 year in the Illinois Army or Air National Guard. Applies to ALL soldiers
through the rank of Captain. May be used through Ph.D. level. May only be used
while serving in the National Guard. If you have served at least 5 years in
the Illinois National Guard and at least six months on Active Duty Title 10,
you are eligible to receive the grant for up to one year following discharge
from the Guard.
Illinois Veterans Grant
Servicemembers who are residents of Illinois at least six month prior to serving on active duty, and who serve at least one year on Active Duty Title 10 or at least one day in a combat zone, then remain Illinois residents within six months of returning from Active Duty, are eligible to attend any Illinois state supported school tuition free for four years. Eligibility for this grant does not expire.

Indiana State Tuition Program
The State Student Assistance Commission of Indiana (SSACI) will offer
up too 100% tuition grants (NGSG) to eligible members of the Indiana National
Guard. The grants are available for the first associate and the first bachelor
degree to students attending an Indiana State funded college or university.
Students may use the MGIB with the NGSG. Must be Indiana resident and have
no AWOLs in the twelve months prior to applying for the grant.

Iowa National Guard Educational Assistance Program
National Guard Education Assistance Program – (NGEAP) pays 100% towards
the cost of attendance at an Iowa Regent (state universities) or community
colleges. Funds may be used at approved Iowa private colleges & universities,
but awards will not exceed 100% of the Regent (State University) FT rate.

Kansas National Guard Educational Assistance Program
Can receive up to 100% of tuition and fees paid based on funding,
which leads to the award of a certificate, diploma, or degree, through a
baccalaureate degree. Cannot be used for graduate or professional degrees.
Must attend a state-supported university, community college, or vocational
school; be a resident of the State of Kansas; cannot have more than 15 years
total time in service; must maintain satisfactory participation in the Kansas
National Guard; must make satisfactory progress toward degree completion.
The award shall not exceed the amount of the tuition and required fees charged
by the highest state educational institution minus any amounts received from
a government agency, an educational institution, charity, public education
trust or other entity that pays directly towards tuition and fees. Does not
include Montgomery GI Bill (MGIB). Soldiers will be required to serve in
the Kansas National Guard for such member’s current service obligation
plus 3 months service for each semester, or part thereof, of assistance received.

Kentucky National Guard Tuition Award Program
Up to or equal to the in-state tuition at any Kentucky, state-supported
university, community college, or technical school; based on availability
of funds. Must be an active member of the Kentucky National Guard, maintain
all minimum standards, be eligible for all positive personnel actions, and
complete basic training. Based on availability of funds appropriated and
priority. First priority goes to those pursuing first undergraduate program.

Louisiana National Guard State Tuition Exemption Program (STEP)
The National Guard State Tuition Exemption Program (STEP) provides tuition exemption (100%) at all LA public institutions of higher learning. Participants can use the benefit for five academic years (15 semesters/20 quarters) or until receipt of a baccalaureate degree. Participants must meet residency and academic requirements at institutions they plan to attend.
Enhanced STEP allows Soldiers in a period of a six year reenlistment to pursue a degree at the next higher level, up to the masters and professional level. Participants can use the benefit for an additional four academic years (12 semesters/16 quarters) or until receipt of degree at the masters or professional level. The allowance to utilize STEP for a professional degree expires 1 July 2009.

Maine State Tuition Program
Maine's State Tuition Program offers up to 100% of tuition and fees at
any Maine-based regionally accredited public post-secondary institution based
upon availability of funds. This may include mandatory fees and lab fees but
excluding all other expenses such as book charges and room and board. Maine-based
regionally accredited private colleges and universities also qualify but are
capped at the University of Maine tuition rate. All participants qualify for
in-state tuition rates, regardless of state of residency.
To qualify, members must
- Be a member of the Maine National Guard on or before the first day of class for the semester, trimester, quarter, or term.
- Have successfully completed basic training or received a commission on or before the first day of class for the semester, trimester, quarter, or term.
- Be a satisfactory participant in the Maine National Guard. An “unsatisfactory participant” is a member of the Maine National Guard who has accumulated 9 or more unexcused absences from unit training assemblies within a 12 month period, or who, without proper authority, fails to attend or complete the entire period of annual training.
- Enter into a written contractual commitment with the Maine National Guard to serve in the Maine National Guard for at least one year beyond the end of the term for which Education Assistance is granted.

Maryland National Guard State Tuition Assistance Waiver Program

State Tuition Wavier (STW) - "Up Front" waive 25-50% of tuition cost for members of the MDARNG attending Maryland State colleges and universities. Soldier just shows Military ID Card and letter from unit
commander.

State Tuition Assistance (STA) - Reimburses soldiers up to 50% of their tuition and related fees after verification of grade of "C" or better for undergraduate course. Not available if receiving reimbursement from any other source.

Massachusetts National Guard Educational Assistance Program
The Educational Assistance Program waives the cost of tuition (100%) for Massachusetts National Guard soldiers attending a Massachusetts State college, university, or community college program that is funded through the Massachusetts Board of Higher Education. May be applied towards an associate, bachelor, masters, or doctoral degree in addition to individual fulfillment programs, provided the Massachusetts Board of Higher Education funds the course or program.

Michigan State Education Reimbursement and Tuition Grant Programs
The State Education Reimbursement Program is designed to offset
tuition and education cost for members of the Michigan National Guard, 50%
reimbursement of tuition costs up to $2,000 per academic year, who enroll
in approved courses of instruction offered at colleges, universities, technical
colleges and vocational/trade schools in Michigan. Reimbursement may be used
for the repayment of loans, textbooks and other expenses a member may accrue
during the academic year. Additionally, the Michigan National Guard has worked
with several Michigan universities and colleges to offer tuition grants (up
to 45% discount on tuition) to Michigan National Guard members. These grants,
used in conjunction with other available tuition assistance programs and
the Montgomery GI Bill, can enable Guard members to attend selected colleges
and universities at no cost.

Minnesota National Guard Tuition and Textbook Reimbursement Program
This program reimburses Minnesota Guard members (Captains and below)
up to 100% of the tuition and textbook cost at any school approved
for Veterans Benefits. The maximum benefit is 80% of the per credit
rate at the University
of Minnesota, Twin Cities Campus.
Leadership Excellence and Dedicated Service (LEADS) Scholarship
The Minnesota National Guard will award a maximum of 30 - $1,000 LEADS Scholarships
to selected high school seniors who become a member of the Minnesota National
Guard. Guard members may receive this scholarship in addition to the Minnesota
State Tuition Reimbursement.

Mississippi State Educational Assistance Program (SEAP)
SEAP pays, per semester, $375.00 to community colleges and $750.00
to colleges and universities for tuition, books and or fees. To qualify for
these funds, soldiers most be residents of Mississippi, a registered voter,
and have completed Basic Training. They must maintain a 2.0 GPA per semester
to continue to receive SEAP. These funds are available for Summer school.
Soldiers can use SEAP for up to 10 years after the first time they use it.
SEAP funds can be used for an Associate and or Bachelor degree. In addition,
by Mississippi law, out-of-state tuition is waived for any non-Mississippian
resident who is a member of the Mississippi National Guard and attending a
Mississippi public college or university..

Missouri National Guard State Sponsored Education Assistance Program
Members of the Missouri National Guard prior to 1 April 2001 are
eligible to receive a maximum of thirty-nine (39) credit hours per academic
year or equivalent for personnel with less than 10 years of service as determined
by their PEBD. The total award may not exceed the semester hour cost charged
a Missouri resident at the University of Missouri. A total of a maximum of
150 credit hours or a Bachelor's degree, whichever comes first, will be supported
based on availability of funding. Members of the Missouri National Guard who
enlisted on or before 1 April 2001, and have less than 10 years total service,
are authorized 100% tuition assistance for all classes beginning after 1 Jan
2005. Members who enlist after 1 April 2001 and have less than 10 years total
service will be authorized 75% tuition assistance. Only soldiers without a
bachelor’s degree are eligible to receive benefits under this program.
Officers, without a bachelor’s degree, are covered without regard to
years of service. Funding is provided on a first come first served basis;
based on availability. To remain eligible for State Sponsored Education Assistance
soldiers must maintain a cumulative GPA of 2.5 on a 4.0 scale.

Montana National Guard Scholarship Program
Available to eligible members of the Montana Army and Air National Guard.
Must have less than 14 years service for pay and have a 6-year service obligation.
Eligible applicants may receive up to $500.00 per semester based on full time
student status (lesser amounts for less than full time). The Scholarship can
only be used for attendance at a Montana State Institution of higher learning,
undergraduate degree-granting program or VA approved Montana training program.

Nebraska National Guard State Tuition Assistance Program
Available to Nebraska resident members who have not yet earned a
bachelors degree. May use for 10 years from date of enlistment in the Nebraska
Army National Guard. Pays 75% of tuition at accredited, not for profit, Nebraska
institutions, not to exceed the UNL rate. Is available to enlisted members
and those officers without a BA. All applications for State Tuition Assistance

Nevada National Guard State 100% Tuition Waiver Program
Provides 100% tuition waiver (does not include tech and health fees) for new recruits at state schools. No limit on number of credits taken. Does not include medical, dental or law school. Not available for summer school students. Available for traditional classroom education only; does not cover correspondence, independent study or online instruction. Students must maintain a 2.0 GPA
per semester.

New Hampshire State Tuition Assistance Program
The Education Assistance Act allows NH guardsmen to attend state-supported
schools, on a space available basis, and receive a waiver of tuition after
applicable benefits are applied, up to 100% of the tuition. Tuition costs not
covered by benefits for which the soldier is eligible are waived by the schools.
The New Hampshire National Guard Scholarship is awarded annually for up to
$500. Anyone in the Guard can apply and receive up to $500 annually.

New Jersey National Guard Tuition Waiver Program (NJNGTWP)
State law provides tuition free enrollment to any member of the New Jersey National Guard in good standing at any New Jersey State (public) institution of higher education. Members may register for up to 15 credits per semester providing the member has completed Initial Active Duty Training. The service member must be accepted to pursue a course of undergraduate or graduate study at one of the thirty-one (31) public institutions and be in good standing at that institution. State law also extends these same benefits to certain surviving spouses and children of New Jersey National Guard members.

New Mexico National Guard Tuition Scholarship Program
The New Mexico National Guard Tuition Scholarship Program will
pay 100% per semester towards the cost of tuition for eligible members of
the New Mexico National Guard. This scholarship provides eligible members
of the New Mexico National Guard an opportunity to pursue and complete up
to a baccalaureate degree for professional and personal development by defraying
a major portion of educational tuition expenses. Eligibility applies to any
member of the New Mexico National Guard who has completed Basic Training
or is a member of the Simultaneous Membership Program (SMP), and who is a
satisfactory participant as defined in National Guard regulations, with no
current suspension of favorable personnel actions (ARNG). A participating
member can not have any unsatisfactory participation, AWOL, UCMJ actions,
or have been administratively reduced in rank due to unfavorable actions.
The member must maintain a cumulative academic grade point average (GPA)
of a 2.0 or higher on a 4.0 grading scale (waiverable). The scholarship applies
to students pursuing their first post-secondary degree or vocational training
at any state supported institution. Not to exceed 130 semester hours while
participating in this program.

New York Recruitment Incentive and Retention Program
The Recruitment Incentive and Retention Program pays 100% of
the cost of tuition for credit bearing courses at state institutions only.
Tuition is defined as the total semester, quarter, or classroom hour cost
of instruction for the institution excluding fees, book charges, and room
and board. Minimum enrollment for part-time is at least six, but less than
twelve, credit hours per semester or at least four, but less than eight,
semester hours per quarter at an institution. Members may receive no more
than eight semesters of full-time study, four academic years, or ten semesters
if the program requires five years to complete. Members may not receive more
than sixteen semesters of part-time study.

North Carolina National Guard Tuition Assistance Program (TAP)
Pays for tuition and required fees up to $2,000.00 per academic year
(1 JUL-30 JUN) with a career maximum of $8,000.00. Recipient must be a satisfactory
participant of the NC National Guard (Army or Air). Available to all members
(officer/enlisted) who have at least 2 years remaining on their commitment
to the NCNG upon completion of the course(s) for which the funds will be applied.
May be applied to any program of study from any educational institution approved
by the NC State Approving Agency and physically located within NC. Applications
must be received no later than the last day of the late registration period
as set by the educational institution. Subject to the availability of funds.

North Dakota National Guard Tuition Assistance/Grants Act
Provides undergraduate tuition assistance though a cooperative program
with 11 state and 3 private colleges and universities. The program combines
a State-paid cash stipend with school-sponsored tuition waiver. Up to $1,000
per semester in the form of reimbursement is paid directly to the student after
receipt of transcripts for a given term. Additionally, state schools waive
25% of the member's tuition; private schools waive a dollar amount set at 25%
of a benchmark rate of tuition at the University of North Dakota. A maximum
of 120 credit hours may be used under this program.

Ohio National Guard Scholarship Program
The Ohio National Guard Scholarship Program will pay 100% of
the instructional charges and general fees of public colleges and universities.
An amount equal to the average state-assisted college/university tuition
cost pays part of the tuition cost at a proprietary or private institution
in the state of Ohio. This program is for enlisted soldiers, who enlist for
six years and use it for a college education up to a baccalaureate degree.
Prior Service Active Duty soldiers who have served on active duty for three
or more years may enlist in the Ohio National Guard for 3 years and qualify
for two years of college at the 100% rate at a public school or the pro-rated
average at any private school in Ohio; prior service active duty soldiers
enlisting for 6 years may qualify for four years of college at the 100% rate.
Officers may receive benefits under this program if they previously used
the program as an enlisted soldier. Soldiers enrolling as a direct enlistment
SMP cadet or OCS candidate are also eligible for this program. Active duty
soldiers, without a baccalaureate degree, may also join the Ohio National
Guard and participate. No deductions are made due to any eligibility for
the Montgomery GI Bill.

Oklahoma National Guard Tuition Waiver Program
The program waives the full resident tuition (additional fees
not included) at Oklahoma State Regents for Higher Education supported 2
and 4 year institutions. The Guard member must be enrolled in a minimum of
six hours in the fall or spring semester or a minimum of three hours in the
summer term. The waiver will be awarded to students in programs leading to
their first associate or baccalaureate degree. Must be Oklahoma resident
and meet institution's state residency requirements. Some state-supported
Technology and Career (vocational) centers offer a waiver of tuition for
Guard soldiers and airmen.

Pennsylvania National Guard Education Assistance Program
100% Tuition funding for PA residents at a SSHE school (12-17 credits
for full-time students). Full time students during the 2004-2005 school year
will receive $2,405.00 per semester with an annual cap of $4,810.00. Students
must be a bona fide resident of the Commonwealth prior to time of application
for a grant. Participating soldiers must have a six-year obligation with the
PANG. Funding is presently available for all ranks. GRFD scholarship recipients

Pennsylvania Higher Education Assistance Association (PHEAA)
Guarantor/collection agency for federal loan program in PA; surplus of money is given back to military members who serve in any branch of the military in PA; loans through their office will pay back up to $2,500 of loans for anyone who served in the military and were mobilized; check with your ESO to see if you qualify.

Puerto Rico National Guard State Tuition Assistance Fund
The Puerto Rico National Guard Tuition Assistance Fund (FIGNA) provides the following:
- TA for the citizen-soldiers covers for Graduate Degree up to 18 credits, maximum of $75.00 per credit.
- TA for the citizen-soldiers covers for Undergraduate or Vocational
courses, at the University of Puerto Rico up to 18 credits, maximum of $40.00
per credit
- TA for the citizen-soldiers covers for Undergraduate or Vocational
courses, at any private university up to 18 credits, maximum of $50.00per
credit per Fiscal Year.
- TA for the citizen-soldiers covers for M.D. up to a maximum of
$1,000.00 annually for two years.
To participate in the State TA program, they must be on active drill status or AGR, pay $1.50 monthly, and none of the spouse or dependant are using it, at the moment they request the assistance. The State TA provides the spouses for Graduate Degree up to 6 credits, a maximum of $25.00, and a maximum of $150.00 per semester. The State TA provides for the spouses and/or dependants for Undergraduate or Vocational courses up to a maximum of 12 credits, a maximum of $20.00 per credit, and a maximum of $240.00 per semester.
Rhode Island National Guard State Tuition Assistance Program (STAP)
STATE TUITION ASSISTANCE PROGRAM (STAP)
This program is available to all Army and Air National Guard service members (enlisted and officer) who are pursuing an Associate, Bachelor, Masters Degree, or certification from CCRI, RIC, and URI.
STAP covers up to five (5) tuition free classes per FALL and/or SPRING semesters, not to exceed 12 credits per semester. Previously paid funds cannot be reimbursed. Please submit your RING Form STA 30-3 (Revised 1 Oct 02) application to the education office after you register for your courses.
STAP can he used in conjunction with Montgomery GI Bill.
STATE TUITION EXEMPTION PROGRAM (STEP)
This program is available to all Army and Air National Guard service members (enlisted and officer) who are pursuing an Associate, Bachelor, Masters Degree, or certification from CCRI, RIC, and URI with in-state tuition rates.
STEP covers one (1) tuition free course per SUMMER semester, not to exceed two (2) courses a year. STEP can only be used based on seat availability. You must get a STEP certificate from the Education Office before registering for your classes.
STEP can be used with Montgomery GI Bill.

South Carolina National Guard College Assistance Program
The SCNG College Assistance Program will pay 100% of college tuition and fees at state supported institutions up to $4,500
per year with a cap of $18,000 per service member. Only those identified as critical need and in good standing are eligible.

The program provides 50% tuition for qualified SDARNG members attending state-supported schools and meeting state residency requirements. Applies to undergraduate or vocational studies only. Entitled to no more than four academic years, or one course of study in vocational education.

Texas State Tuition Program
The Texas State Tuition Reimbursement Program (TRP) will cover tuition
at State of Texas approved public, private, or independent institutions of
higher education for undergraduate, vocational, or technical courses. All students
will receive the level of funding allocated by the Texas Higher Education Coordinating
Board (THECB). Soldiers may be reimbursed for up to 100% of tuition up to 9
credit hours per semester for a maximum of 10 semesters or five academic years,
whichever occurs first. The TRP can be used simultaneously with the Federal
Tuition Assistance Program and/or with the Montgomery GI Bill-Selected Reserve
(MGIB-SR, Chapter 1606 and MGIB-AD, Chapter 30). Service members (Texas Army
National Guard-TXARNG, Texas Air National Guard-TXANG, and Texas State Guard-TSG)
are eligible if they are members in good standing with their respective units
or branches. Service members must be enlisted, W01-CW3, or 2LT-CPT. Check out

The Hazelwood-Hinson Act is available to any soldier regardless of their branch of service whose initial entry of service is in Texas.
This program can only be applied after all other financial aid programs have been expended i.e., MGIB-SR, MGIB-AD, Federal Tuition Assistance Program, TRP, etc. Information regarding the Hazelwood-Hinson Act can be located at any university the student/servicemember plans to attend in Texas.

Utah State Tuition Waiver Program
Each public school is required to give 2 1/2% of their tuition waivers
(scholarships) to the Utah National Guard. State Tuition Waivers are awarded
to applicants based on the soldier's Grade Point Average (GPA), not on the
availability of funds. Waivers cover 100% of tuition cost (not fees) for two
semesters.

Vermont National Guard Scholarship Program
The program provides a scholarship (interest free loan) to pay for tuition
for courses taken at a Vermont college, university, or regional technical center.
The scholarship (interest free loan) is not renewable; eligible students must
reapply each year. To be eligible for partial or complete cancellation/forgiveness
for the scholarship (interest free loan), the applicant must successfully complete
the course(s) and complete two years service in the Vermont National Guard
for each full academic year award.
Academic year awards may be up to the in-state tuition rate at the Vermont
State Colleges (Lyndon, Castleton, Johnson) for the current academic year.

Virgin Islands State Benefits
The Virgin Islands offers 32 free credits at the University of the Virgin
Islands. Course may be taken in either undergraduate or graduate programs.
Based on available funding. Currently the National Guard has an agreement with
the University of the Virgin Islands to waive the 25% balance not paid by Federal
Tuition Assistance (75%). Subsequently, soldiers can attend the UVI with 100%
of their tuition paid!
Virginia National Guard Tuition Assistance (VNGSTAP)
Serves both the Army and Air guard members. The program funds 100% tuition costs of any Virginia state supported school or as the state budget allows. For ARNG members, balance after Federal Tuition Assistance (FTA) is paid will not exceed $3,000 per semester at state-supported or private schools and up to $6,000 per state fiscal year; for Air Guard members, benefit is up to $3,000.00 per semester not to exceed $6,000 per state fiscal year. Currently the budget allows Virginia Guard members applying thru this program to receive up to $1000 for textbooks for each semester. This amount has been approved for text books only that are required for their classes each term. Virginia Guard members also are offered in-state rates as long as they are receiving money from the State Tuition Assistance Program. Students may use the funds for accredited private schools located in Virginia, but the total funding to private institutions within the state will not exceed the above rates per semester and per year. The VNGSTAP can be combined with MGIB or FTA money. Since the program is funded by request through the General Assembly, funds are not guaranteed each year. A potential applicant must be a member of the Virginia National Guard prior to the established application deadline dates and have completed Basic Training in order to be eligible. The deadline dates are as follows: 1 July for the fall semester, 1 November for the spring semester, and 1 April for the summer semester. Members are obligated to a 2-year commitment to the Virginia National Guard following the last semester that VNGSTAP money was utilized.

Washington National Guard Scholarship Program
The Washington National Guard Conditional Scholarship Program (WNGCSP)
is a $100,000 per year program funded by the Washington State legislature
for Washington State Army and Air National Guardsmen. This program is a loan
that is forgiven if the recipient completes the contracted service time in
the Washington National Guard. Failure to meet the service obligation requires
the recipient to repay the loan plus 8% interest. If a soldier receives funds
the soldier must agree to remain an active participating member in the Washington
National Guard for an additional year for service for each award. Payment
is made directly to the soldier. Failure to fulfill the service obligation
will require a repayment minimum of $50 per month. Service obligation by level

West Virginia National Guard Educational Encouragement Program
WV pays 100% undergraduate tuition for in state institutions for members
of the WV Air National Guard. In addition to Federal Tuition Assistance for
WV Army National Guard members, the State Funded Program picks up 25% of the
master level tuition for Instate Institutions only. On the undergraduate side,
the State Funds is currently paying for 75% for in-state institutions while
WV pays 25%. FTA is used for all out of state institutions.

Wisconsin National Guard Tuition Grant Program
All Wisconsin National Guard enlisted members and warrant officers in
good standing who do not possess a bachelor's degree are eligible to receive
the Wisconsin National Guard Grant. This benefit may be used towards 8 semesters
of college education. This tax-free tuition "grant" is paid as a
reimbursement to the soldier / student after completing a class or semester
of school.
Soldiers may use the Wisconsin National Guard Tuition Grant at an extension,
division, or campus of the University of Wisconsin System, a public institution
of higher education under the Minnesota-Wisconsin student reciprocity agreement,
a public institution of higher education under a statutorily approved interstate
agreement, or an accredited institution of higher education that is physically
located within the State of Wisconsin.
The Wisconsin National Guard Tuition Grant Program pays reimbursement
for 100% of actual tuition cost (not including segregated fees) and will not
exceed 100% of the maximum tuition charged by the University of Wisconsin-Madison
for the same number of credits. This program now pays eligible soldiers up
to $2627.04 per semester for full time schooling, up to $218.92 per semester
hour for part-time use.

Wyoming State Tuition Program Program
Pays for 100% tuition and mandatory fees at all state colleges and pays
up to $903.00 per semester for private schools that are VA approved within
the state. It pays for one degree (bachelor, master or PhD). To be eligible
you must complete basic training, or request a waiver, and be on a six year
contract or have served 6 years in the Wyoming Guard. After completion of school
you must give two years to the Wyoming Guard (which could be part of the initial
6 yr contract). In addition anyone who joins the Wyoming National Guard will
automatically receive in-state tuition rates at the state junior colleges and
the University of Wyoming for themselves, their spouse and children.
